Yet he voted to move forward with a parking garage in Historic Old Town The parking structure is budgeted at approximately $21 million. Financing the project through bonds results in a higher total repayment cost.
The last downtown parking study dates to 2015. That study examined parking availability in Old Town and around Scottsdale Stadium, including periods of high demand. Staff found no data to support that Garage.
Was an updated study needed before committing millions of taxpayer dollars?

When it comes to listening to residents at Council meetings, Barry and his majority voted to Change the meeting Rules to eliminate public comment from the beginning of meetings, making residents to wait up to 3 to 4 hours to make their voices heard. And he blocked repeated requests from Councilwoman Whitehead to allow comments at the beginning.
Residents submitted petitions with thousands of signatures to the Council to schedule hearings on the Parking Garage, Axon election, Rules for Public Comment, HR process for Firing the Mayor's Chief of Staff. When it comes to listening to residents at Council meetings, Barry and his majority voted to ignore those requests, and sent the issue to the City manager's office to WRITE A REPORT.

But on June 9th, he voted to Approve 350 new housing units and raise the height limit to 90 ft from the previous 60 feet at One Scottsdale project. This was done on the Consent Agenda, without a presentation or a discussion hoping no one would notice.
Residents asked to be heard. City bureaucrats were given the microphone.
Rather than bringing controversial issues before the public for open discussion and debate, Graham’s faction shifted decision-making toward the city administration. Residents were left waiting for reports instead of being given a meaningful opportunity to make their case directly to the City Council.
Barry reported the "Dog Park guy" to City Police for investigation claiming threats on social media made him fear for his life.

December 2, 2025, The Graham faction worked with the City Attorney to make changes to the Council Rules of Procedure. These changes were aimed directly at the Mayor to remove the Mayor's authority to call meetings and set agendas.
But unfortunately for them, the Charter specifically states the Mayor has the unilateral authority to call "Special Meetings". So the Mayor can still have the ability of work on her agenda by using this provision, and they can't take it away from her.
The 4 member council faction (Graham, Dubauskas, Littlefield, Kwasman) also voted in May 2025 to remove funding in the budget for a staff position in the Mayor's office. There was nothing the Mayor could do to stop them. Another attempt by them to hamstring her agenda by short staffing her office.
