For years, Scottsdale residents were permitted to address the Council near the beginning of meetings and also at the end. The Rules were changed in December 2025, to allow comments only at the end, causing residents to wait for hours to be heard.

Scottsdale residents deserve a City Council that can disagree without turning every disagreement into a political battle. Shutting down other Council members should stop.

LIMITS IMPOSED ON THE MAYOR'S AUTHORITIES
December 2025, the Council Rules of Procedure where changed. Most notably, 5.7. removed the Mayor's authority to call Meetings, cancel meetings, or call Work Study Sessions. Only a 4 council majority will have that authority. Barry's Bloc is now in control of everything that is discussed in public.
CHARTER GIVES MAYOR AUTHORITY TO CALL "SPECIAL MEETINGS"
Article 2, Section 12 of the City Charter says: Special meetings may be called BY THE MAYOR or 4 members of the Council.
So how is Barry going to get around that one????
New Rule 5.11: If the City Clerk has at least two business days’ advance notice that a quorum cannot attend, the City Clerk, with the concurrence of the City Manager, shall inform the full City Council that the meeting is being cancelled and shall post a cancellation notice
WHAT HAPPENED TO THE AXON REFERENDUM ELECTION?

BARRY RAILS AGAINST ROAD DIETS - WHAT HAS HE DONE TO STOP THEM?
The Transportation Action plan on the City's website still includes 15 Streets planned for Road Diets, including 96th St , McCormick parkway and Osborn Rd. And the City has continued to remove lanes when resurfacing and restriping roads, like they did on Drinkwater and Goldwater.
VIOLATED THE OPEN MEETING LAW REPEATEDLY
In 2025, Barry instructed the City Clerk to illegally “poll” Council members to remove agenda items. The practice stopped only after the Az AG contacted the City Attorney and he was forced to stop it. Emails provided prove this was occuring after Barry's faction took control.
BARRY BLOCKS RESIDENTS ON SOCIAL MEDIA
Barry can not take the heat on social media. Not only has he blocked residents from commenting on his posts, he has reported them to the moderators on the Nextdoor app.
REPORTED NUMEROUS RESIDENTS TO POLICE
Steve Sutton and Dan Ishac have both be referred to police by Barry Graham. claiming he was threatened by them. When Steve exposed Barry at a Council meeting, Barry claimed "that was supposed to be private".
